Harris promised that he would not swamp the incumbent with money and kept his promise, spending only a small amount on literature, and did not actively raise money from donors. Harris will not accept unsolicited donations. Even without spending donor money, however, Harris garnered one third of the Republican primary votes in protest against corruption.

An individual may contribute up to $2,100 for the Primary election and $2,100 for the General election for a total of $4,200. No PAC should donate without contacting the candidate and the candidate reserves the right to return any PAC contribution or donate the proceeds of any contribution at any time to a charity of his choice. The candidate will accept contributions from political contribution committees run by officeholders or party organizations. Contributions are not tax deductible. Federal law requires this committee to use its best efforts to collect and report the name, mailing address, occupation, and name of employer of individuals whose contributions exceed $200 in a calendar year. Federally registered Political Action Committees (PACs) may contribute up to $5,000 for the Primary election and $5,000 for the General election for a total of $10,000. Contributions from Corporations, Foreign Nationals, and Federal Contractors are not permitted in federal races.
